The bird gel is a gel that you put on the location where a bird likes to stand and it will make it an uncomfortable surface for it. That does not mean that you have to get a straw man; you can get something that will be seen as a predator by the birds. You can also use flash tape or tin foil. Though those things may be a bit less effective in general, they may be enough to keep the birds away. Remember that once you have gotten the birds to go you should always make sure to also remove the food and water sources that may be on the property; that way the pigeons will have no reason to come back.
